As traffic flows continue to increase, the opportunities for the placement & subsequent removal of cones, lamps, signs, temporary markings & lamps (which constitute temporary traffic management systems) become fewer and of shorter duration.

Furthermore, the increasing use of four, five (and even six) lane motorways increases the hazards associated with such placement & removal.

Given the above, the TMCA feels that it has a responsibility to help ensure that the training of operatives & the development of procedures is constantly addressed and improved; hence the TMCA has produced a training DVD and a booklet entitled Notes for Guidance for use by the industry.

The TMCA has also worked with LANTRA on the development of an extensive safety training programme, which has resulted in the implementation of on site assessments and training modules. It is now a requirement that Traffic Management operatives & foremen are appropriately trained & assessed; and ultimately registered with LANTRA.

The TMCA requires that full members must have obtained Quality Assurance to an appropriate standard, and to this end the TMCA have been heavily involved with the development of the relevant standard:- "Sector Scheme 12 of the Specification for Highway Works".

Sector Scheme 12A relates to traffic management systems on high speed motorways & dual c'ways which incorporate temporary roadmarkings; Sector Scheme 12B relates to "off peak" traffic management systems on high speed motorways & dual c'ways; Sector Scheme 12C relates to "Mobile Lane Closures"; Sector Scheme 12D relates to traffic management systems on other roads.
